A 51-year-old man was arrested today and charged with animal cruelty for the gross neglect of his pet dog, which now requires round-the-clock veterinary care. Special agents of the ASPCA found the 3-year-old Chow-Chow in back of a Queens house, very thin and with an embedded collar around her neck.
